Hmmm, this is a trick question, because it'd be tough to be the funniest without also being the smartest. Seein's how funny and smart are both quite subjective qualities (some people think Larry the Cable Guy is the funniest thing ever, while a whole nother person believes Dennis Miller is), I'd have to say it's a tossup.
But, since you asked me to pick one, I'd go with funny. The smartest person is probably also the most tormented, and probably would be tasked with developing dizzyingly effective ways of killing more people.
